Yes.  The online version of the Yellow Books is entitled the Leadership Library.  From the library's homepage under RESEARCH click on Databases > L > Leadership Library.

Directory of 400,000 individuals in U.S. federal, state, and local governments, news media, law firms, business, and non-profit organizations. Also includes foreign representatives in the U.S. Updated daily. Online version of the Yellow Book directories.
